Episode 5: Stay calm while evacuating

หลังการประกาศเตือนภัย เราคงจะพอเห็นได้ว่าหลายพื้นที่ในกรุงเทพเริ่มมีน้ำเข้ามาบ้างแล้ว บางครอบครัวเริ่มทะยอยอพยพออก บางครอบครัวก็ยังอยู่กับบ้านตามปกติ สำหรับใครที่ยังอยู่กับบ้านลองพิจารณา 3 สิ่งที่ต้องสังเกตอีกครั้ง เช็คระดับน้ำ ทั้งบ้านเราเองและบริเวณใกล้เคียง สุขภาพของคนในครอบครัว โดยเฉพาะ เด็ก ผู้ป่วย คนชราและดูความพร้อมที่เตรียมไว้ หากวันนี้สถานการณ์ของคุณอยู่ในเกณฑ์ที่ควรอพยพ เราจะพาคุณไปเตรียมตัวกัน

After the flood warning has been announced in some areas of Bangkok, some families decided to evacuate while others chose to stay at their homes. For those who stay at home, there are three things that need to be reconsidered. Firstly, the water level around your house and your neighborhood. Secondly, your family members’ health, especially children, the ill and the elderly. Thirdly, think about what you’ve prepared. If the current situation leads you to evacuate, let us show you how to prepare yourself.

ขั้นตอนการเตรียมตัวอพยพถ้าจะจดจำให้ง่ายก็เหมือนกับการไปเที่ยว เราเริ่มจากคำถามว่า ไปไหน นานเท่าไหร่ เอาอะไรไปบ้าง จะไปอย่างไร ไปไหนนานเท่าไหร่


How to prepare yourself for evacuation? To make it simple, imagine if you were planning a trip. We usually start from “Where?”, “For how long?”, “what should we bring?”, “How to get there?”, “Where and for how long?”

การอพยพส่วนหนึ่งขึ้นอยู่กับความหมายของคุณว่าจะอพยพไปที่ไหน ไปอยู่บ้านญาติ ไปอยู่ต่างจังหวัด ไปต่างประเทศหรือไปที่ศูนย์อพยพ

First you need to consider where you are evacuating; to you relative’s house, another province, a foreign country or an evacuation center.

การเตรียมของที่จำเป็นก็ขึ้นอยู่กับระยะเวลาที่คุณวางแผนจะอพยพไป 5 วัน 7 วัน 2 อาทิตย์หรือ 1 เดือนและขึ้นอยู่กับจำนวนคนที่อพยพไปพร้อมกับคุณด้วย ทั้งนี้ควรเตรียมของที่พร้อมทุกอย่างล่วงหน้าใส่กระเป๋าเอาไว้ ถ้ารวมเป็นใบเดียวได้จะดีที่สุด เพราะเมื่อถึงยามฉุกเฉินจริงๆ เพียงคุณคว้ากระเป๋าใบนี้ก็สามารถออกจากบ้านได้เลยทันที

What should be in your survival kit depends on your duration of evacuation: 5 days, 7 days, 2 weeks or one month and the number of people evacuating with you. You should pack your survival kit in advance. Only one bag is recommended. As emergency arises, grab it and go!

เอาอะไรไปบ้าง สิ่งที่ต้องเตรียมได้แก่ น้ำ อาหารสำเร็จรูป ไฟฉายหรือเทียนไข ยาต่างๆ อุปกรณ์สื่อสาร อุปกรณ์ขอความช่วยเหลือ เสื้อชูชีพ อย่าลืมว่าควรเตรียมแต่พอดี ไม่ให้หนักเกินไปจนเป็นภาระเมื่อเตรียมของเสร็จก็เป็นขั้นตอนการปิดบ้าน ยกของสำคัญขึ้นสูง ตัดกระแสไฟฟ้าทั้งหมด ปิดแก๊ส อุดช่องน้ำ จดบันทึกรายการทรัพย์สินทั้งหมดเพื่อไว้ตรวจสอบให้ครบตอนกลับมา และอย่าลืมล็อคบ้านให้เรียบร้อยครับ


“What should we Bring?”. You should prepare water, instant food, flashlight or candle, medicine, communication equipment, tools to get attention from the rescue team and life jacket. Remember not too bring too much, otherwise, it will become a burden. After you finish packing, you need to think about securing your house. Keep important belongings in a high place. Cut off the electricity and gas. Block the areas from where water can erupt. Make a list of your assets so you can check everything easily upon your return.

ศูนย์อพยพส่วนใหญ่จะแยกส่วนระหว่างผู้ประสบภัยกับสัตว์เลี้ยงเพื่อควบคุมเรื่องการจัดการและความสะอาด ดังนั้นเพื่อความสบายใจของคนรักสัตว์ ลองติดต่อหาศูนย์อพยพสัตว์เลี้ยงเพื่อนำสัตว์เลี้ยงของคุณไปฝากไว้ในระหว่างช่วงอพยพครับ

Most evacuation centers usually separate the area for people and pets for better control and hygiene. Therefore, for your piece of mind, try contacting animal evacuation centers to take care of your pets while you are evacuating.

ถ่ายภาพบ้านของคุณที่น้ำท่วมเอาไว้ซึ่งควรถ่ายให้เห็นบ้านเลขที่ด้วยสำหรับใช้เป็นหลักฐานการเบิกประกันหรือค่าชดเชยต่างๆในภายหลัง จดบันทึกหรือพิมพ์หมายเลขฉุกเฉินต่างๆ พกติดตัวไว้หากจดจำหมายเลขที่สำคัญได้จะดีที่สุด

Take a picture of your house while it has been affected by the flood. The picture should clearly show your house number so it can be used as proof for your insurance company or state compensations. Write or print out emergency telephone numbers and keep them at hand. It would be best if you can remember some of the important numbers.

จะไปอย่างไร หากคุณตัดสินใจที่จะอพยพควรทำตั้งแต่น้ำยังไม่มาหรือไม่สูงมาก ออกเดินทางได้สะดวกเพราะหากน้ำสูงแล้ว การอพยพจะเป็นไปได้ยากกว่าที่คุณคิด ก่อนออกจากบ้านศึกษาเส้นทางจากบ้านสู่ที่หมายอย่างละเอียดเพื่อหลีกเลี่ยงเส้นทางที่น้ำท่วมและควรนัดหมายจุดนัดพบกับสมาชิกทั้งหมดให้พร้อม เผื่อกรณีพลัดหลง ไฟฟ้าเป็นสิ่งที่ต้องที่ต้องระวังมากเป็นพิเศษกรณีที่ต้องเดินลุยน้ำ ควรตรวจสอบกระแสไฟฟ้าในน้ำก่อนทุกครั้งและหลีกเลี่ยงการเดินใกล้แหล่งกำเนิดไฟฟ้าทุกชนิด หากเส้นทางที่คุณอพยพเริ่มมีน้ำมาบ้าง ไม่ควรเดินตามเส้นทางน้ำไหลเพราะน้ำตื้นก็ทำให้เราเสียหลักได้

“How to go?” If you decide to evacuate, you should do it before the water reaches your house or rises to a high level, so you can travel easily. If the flood is already high, the evacuation will be more difficult than you think. Before leaving the house, study the routes between your house and your destination to avoid the affected routes and set up a meeting point in case your group gets separated. Pay extra attention to electricity. If you need to wade in water, check if there is electricity in the water or not and avoid walking near any electricity generators. If your evacuation route starts to flood, avoid areas where water is flowing because even a low level of water can make you fall.

การเดินลุยน้ำจะเดินยากกว่าปกติ ควรพกขนม แป้งหรือน้ำตาลเพื่อเพิ่มพลังงานและควรพกไม้ขนาดยาวเพื่อใช้นำทาง ป้องกันการตกหลุมบ่อที่เรามองไม่เห็น หากพบเจอจระเข้หรืองูขณะที่เดินลุยน้ำอย่าตกใจแล้ววิ่ง เพราะจะยิ่งเป็นอันตรายให้ยืนเฉยๆรอจนกว่าจระเข้จะผ่านไป แต่ในกรณีที่จระเข้พุ่งเข้ามาจะทำร้ายให้ยื่นไม้หรือสิ่งอื่นเข้าปาก เพราะธรรมชาติการกินเหยื่อของจระเข้จะงับและลากเหยื่อลงไปกินในน้ำ แล้วระหว่างที่จระเข้งับไม้ที่เรายื่นไปค่อยวิ่งหนีอย่างระมัดระวัง เมื่อถึงที่หมายซึ่งในที่นี้เราขอยกตัวอย่าง ที่หมายที่ศูนย์อพยพ ล้างมือและเท้าให้สะอาดในหากคุณเพิ่งลุยน้ำมาก่อนจะเข้าไปในที่หมายของคุณ

Wading in water is much more strenuous than walking. You should carry snacks that are high in carbohydrate or sugar to give you energy. Use a long stick to guide the way and to prevent you from falling into holes which are impossible to see under water. If you see alligators or snakes, do not panic and run. Stay still and wait until the alligator passes. In case the alligator attacks, put a stick or anything you can find into the alligator’s mouth because alligators normally eat they prey by biting and dragging its prey into the water. When the alligator bites the stick, carefully run away. When you reach your destination, for example an evacuation center, wash your hands and feet if you waded in water before entering the premises.

สิ่งที่จำเป็นที่จะใช้แน่ๆเพื่อลงทะเบียนเข้าศูนย์อพยพก็คือหลักฐานการยืนยันความเป็นตัวตนของคุณ เช่น บัตรประชาชน ใบขับขี่ พาสปอร์ตควรเตรียมมาจากบ้านให้พร้อม ขั้นตอนต่างๆและกฎระเบียบขึ้นอยู่กับแต่ละศูนย์อพยพ แต่โดยทั่วไปแล้วสิ่งที่ต้องคำนึงถึงเมื่อเราต้องไปอยู่ร่วมกับผู้ประสบภัยคนอื่นๆมีดังนี้ ไม่ควรเก็บอาหารที่ปรุงสดไว้กินข้ามมื้อเพราะอาหารอาจบูดและทำให้เกิดโรคได้ หากพบว่าอาหารบูดไม่ใช่แค่เพียงทิ้งแต่เราควรแจ้งเจ้าหน้าที่ให้ทราบด้วยเพื่อระงับการแจกอาหารชนิดนั้นให้ผู้อื่น

For registration, evacuation centers require your proof of identity such as I.D. card, driving license, or passport. You need to get these documents ready. Each center might have different rules and regulations but in general, here are a few things to keep in mind when you need to stay at an evacuation center: Do not keep cooked food overnight as it can be spoiled and can lead to illness. If you find food that is spoiled, not only you need to throw it away but you also need to inform the authorities so that they will not distribute the spoiled food to other people.

ล้างมือก่อนและหลังรับประทานอาหาร ปิดปากทุกครั้งที่ไอหรือจาม คำนึงถึงความสะอาดส่วนรวม ด้วย การรักษาความสะอาดของตัวเองให้ดีที่สุด หากเจ็บป่วยหรือสงสัยว่าจะมีโรครีบพบหน่วยแพทย์ทันทีเพื่อป้องกันเชื้อโรคแพร่กระจาย

Wash your hands before and after having a meal. Close your mouth every time you cough or sneeze. Keeping up you personal hygiene is the best way to keep up public hygiene. If you are not feeling well or suspect that you might be sick, immediately contact the medical unit to prevent the illness from spreading out.

ขอให้คิดอยู่เสมอว่าในศูนย์อพยพไม่ได้มีแต่เราเพียงครอบครัวเดียวยังมีคนอื่นอีกมาก ทั้งผู้ประสบภัยด้วยกัน อาสาสมัครหรือเจ้าหน้าที่ ถ้าเราคิดถึงแต่ตัวเอง ศูนย์อพยพก็จะเต็มไปด้วยผู้ประสบภัยแต่หากเราคิดถึงส่วนรวม ช่วยคนอื่นเท่าที่ช่วยได้ศูนย์อพยพก็จะเต็มไปด้วยอาสาสมัครที่ดูแลกัน ผ่านพ้นวิกฤติครั้งนี้ไปด้วยกัน

Please keep in mind that in an evacuation center, there are other families beside yours. There are many people; the flood victims, volunteers or authorities. If you only think about yourself, the evacuation center will be full of the flood victims but if we think about other people, and look out for each other, everyone at the evacuation center will become volunteers who will support each other and go through this crisis together.
