Episode 2: Make a rough estimate of the situation yourself

สถานการณ์น้ำที่วมครั้งนี้หลายคนสงสัยว่าจะเอาตัวรอดได้มั้ย เมื่อพยายามค้นหาคำตอบก็พบว่ามีข้อมูลมากมายจนจับต้นชนปลายไม่ถูก ปัญหาคือเราไม่รู้ว่าข้อมูลไหนบ้างที่จำเป็นต่อการประเมินสถานการณ์น้ำท่วม ข้อมูลหลายอย่างอาจฟังดูยากในช่วงแรก แต่ถ้าเราค่อยๆทำความรู้จักมัน ความไม่รู้และความกังวลก็จะค่อยๆหายไป วันนี้เราจะตอบคำถาม 3 คำถามสำคัญที่จำทำให้คุณประเมินสถานการณ์น้ำท่วมอย่างคร่าวๆได้ด้วยตนเอง ไม่ต้องรอคำตอบจากใครเพื่อที่คุณจะได้เตรียมพร้อมและหลีกเลี่ยงการเป็นผู้ประสบภัยแม้ในยามน้ำท่วม

With much of the country under water, many people are wondering whether or not they will survive. But there’s so much information that no-one knows where to start. We simply don’t know which information is necessary to assess the situation. Some of it might sound a bit confusing at first, but if we gradually get to grips with it we’ll feel a lot less worried. Today we, re going to answer 3 important questions which will help you make a rough assessment of the situation yourself, so that you can be prepared and avoid becoming a flood refugee.

คำถามที่ 1 บ้านเราจะท่วมไหม

คำถามแรกซึ่งกวนใจตลอดวัน กลางวันไม่เป็นอันทำงาน กลางคืนก็นอนหลับไม่ลง อย่างแรกที่คุณจำเป็นต้องรู้คือจุดยุทธศาสตร์ของตัวเอง รู้จักเขตที่บ้านคุณอยู่ว่าอยู่จุดไหนของแผนที่ รวมถึงจดจำเขตใกล้เคียงเพื่อเชื่อมโยงข้อมูลได้เวลาฟังข่าวตามสื่อต่างๆ ต้องรู้ทิศทางการระบายน้ำออกสู่ทะเลว่าผ่านใกล้บ้านคุณหรือไม่ รู้จักจุดเสี่ยงที่สำคัญในขณะนั้น เช่นระยะห่างจากบ้านคุณกับคันกั้นน้ำที่กำลังกั้นมวลน้ำอยู่ รู้จักคลองสายหลักใกล้บ้าน เพราะคลองเป็นเส้นทางหลักที่น้ำจะใช้เดินทางมา บ้านที่อยู่ใกล้คลองมีความเสี่ยงที่จะมีน้ำท่วมเป็นอันดับแรกๆ เป็นต้น ถ้าเรารู้จักเขตบ้านตัวเองมากขึ้น เมื่อเราฟังรายงานข่าวเราจะไม่สับสนกับข้อมูลที่เกินความจำเป็น ทำให้สามารถประเมินความเสี่ยงด้วยตัวเองได้คร่าวๆ เพื่อเตรียมรับมือต่อไป


Question 1: Will my house flood?

This is the question constantly on our minds. During the day it won’t let us work. At night it won’t let us sleep. The first thing you need to work out is your own strategy. Get to know your area. Look at where it is on the map, and make a note of the surrounding area, so that you can understand where they’re talking about in the news. Think about the direction of water flows into the sea. Will it pass by your house? Get to know the major risk points. For instance, the distance between you house and a sluice gate, and the major klongs near your house. Klongs are the main paths for the flood waters to flow, so if your house is near a klong the flood will be paying you a visit first. Once you’ve got to know your area well, you can shut out all the information in the news that’s not necessary for you. That way you can make a rough assessment of the risk situation all by yourself.

คำถามที่ 2 ถ้าท่วมจะท่วมสูงเท่าไหร่
เราต้องเข้าใจก่อนว่าภูมิประเทศของแต่ละจังหวัดไม่ได้ราบเรียบเท่ากันหมด และมีความสูงต่ำไม่เท่ากันในแต่ละพื้นที่ สมมติรัฐบาลประกาศว่า น้ำจะท่วมเขตเสลดเป็ด 1 เมตร บ้าน A และบ้าน B อยู่ในเขตเดียวกันแต่ความสูงของบ้านไม่เท่ากัน อาจเกิดความสับสนได้ว่า 1 เมตรของบ้านใคร นั่นเป็นเหตุให้ว่ารัฐบาลจำเป็นต้องประกาศสถานการณ์น้ำเป็นระดับน้ำที่สูงจากระดับน้ำทะเลปานกลาง เพื่อที่แต่ละบ้านจะได้ประเมินสถานการณ์บ้านตัวเองได้อย่างใกล้เคียงความเป็นจริงที่สุด อย่าเพิ่งกุมหัวว่าศัพท์เทคนิคเหล่านี้ยากเกินเข้าใจ เพียงแค่เราเช็คความสูงจากระดับน้ำทะเลปานกลางของบ้านเราเอาไว้ เราก็สามารถคิดเลขกันได้ง่ายๆ ด้วยการเอาตัวเลขที่รัฐบาลประกาศว่า น้ำจะท่วมสูงเท่าไหร่ ลบออกด้วยความสูงจากระดับน้ำทะเลปานกลางของเขตบ้าน ผลลัพธ์ที่ได้คือปริมาณน้ำที่จะท่วมจริงๆ สมมติรัฐบาลประกาศว่า น้ำจะท่วม 2 เมตรจากระดับน้ำทะเลปานกลาง ถ้าเขตบ้านของคุณสูง 1.7 เมตรจากระดับน้ำทะเลปานกลาง ในความเป็นจริงแล้ว น้ำจะท่วมประมาณ 30 เซนติเมตร ดังนั้นเมื่อได้ยินว่าน้ำท่วม 2 เมตรก็ไม่ต้องกลัวว่าจะมิดหลังคาบ้าน เพราะที่จริงมันแค่ประมาณครึ่งแข้งเท่านั้นเอง


Question 2: if it floods, how high will it flood?

The geography of each province isn’t the same. Some parts are high, and some parts are low. Say the government announced that the flood waters would reach 1 metre in “lucky duck” district. Now both House A and House B are in that district, but one of them is higher than the other. Whose house is going to flood up to a meter? That’s why the government has to talk in terms of height above sea level, so that each household can make an assessment which most closely approximated the actual situation. There’s no need to panic – it’s not as technical as it sounds. All you need to do is check the height of your house above sea level. Just take the figure the government gives for the height of the flood water, and subtract the height above sea level of your area. The answer should be the height the water will actually reach. Say the government announced the flood will reach 2m above sea level. If your area is 1.7m above sea level, that means your house will be flooded by around 30 cm. There’s no need to picture the water reaching your roof when you hear “2 meters” when in fact it will only reach half way up your shins.

คำคำถามที่ 3 ถ้าท่วมจะท่วมนานแค่ไหน
คำถามนี้ดูจะตอบยากที่สุดเพราะขึ้นอยู่กับปัจจัยหลายอย่าง แต่ถึงอย่างไรก็ยังสามารถประเมินคร่าวๆได้ สิ่งที่คุณต้องศึกษาคือ สภาพโดยรอบของเขตบ้านคุณ ตามธรรมชาติแล้วน้ำจะไหลจากเหนือลงสู่ใต้เพื่อระบายออกสู่อ่าวไทย แต่บางพื้นที่ไม่เป็นเช่นนั้น เขต A อยู่สูงจากระดับน้ำทะเลปานกลาง 1 เมตร น้ำจะไหลจากเขตA ลงใต้ไปยังเขต B แต่เขต B สูงจากระดับน้ำทะเลปานกลาง 2 เมตร เราเรียกลักษณะของเขต B ว่าเป็นพื้นที่แอ่งกะทะ ซึ่งมีผลให้การระบายน้ำเป็นไปได้ยากกว่าเขต C ที่อยู่สูงจากระดับน้ำทะเลปานกลาง 1 เมตรเท่ากัน แต่เขต D ซึ่งอยู่ทางตอนใต้ของเขต C สูงจากระดับน้ำทะเลปานกลางแค่ 0.8 เมตร น้ำจะสามารถระบายผ่านได้ดีกว่า แต่ก็ยังไม่ใช่ทุกกรณีที่จะเป็นเช่นนั้น ทั้งนี้ขึ้นอยู่กับอัตราการระบายน้ำเป็นอีกปัจจัย เส้นทางการระบายน้ำสามารถชี้วัดความยาวนานของน้ำท่วมได้ พื้นที่ซึ่งใกล้จุดระบายน้ำหลัก น้ำจะท่วมยาวนานกว่าพื้นที่ที่เป็นแค่ทางผ่าน คิดง่ายๆว่า น้ำจากรอบด้านจะต้องไหลผ่านมาในเขตบ้านเรา นั่นแปลว่าตราบใดที่น้ำยังระบายไม่หมด เราจะยังเป็นพื้นที่รับน้ำสุดท้าย ก่อนที่น้ำจะพ้นเขตเราไป


Question 3: if it floods, how long will it last?

This is the trickiest question to answer, as there are lots of factors involved. Still you can make a rough estimated. You just need to study the area around your house. Water naturally flows from north to south, into the Gulf of Thailand. But it’s not always as simple as that. Distict A might be 1 meter above sea level, and the water flows to district B. But district B is 2 meters above sea level. This is what we call a basin, and it’s easier for the water to flow into district C, which is only 1 meter above sea level. But district D, south of district C, is a mere 0.8m above sea level, so the water can flow better that. It’s not always like that though, and the rate of flow is another factor. The path of the flood can indicated the length of time the flood will last. An area that’s near a major flood path will be flooded for longer. Just think – if your house is in the middle of a flood path, it will be flooded until all the water has flown past, and your house will be the last place to which the flood will wave goodbye.
